Stacey Benseler, J.D., M.Sc. is Vice President of Policy and Research at Better Medicare Alliance, where she leads national policy strategy, regulatory analysis, and research initiatives focused on strengthening and advancing Medicare Advantage. In this role, she works at the forefront of federal health policy translating complex regulatory developments into actionable advocacy, shaping stakeholder engagement, and advancing data-driven solutions that promote high-quality, affordable coverage for beneficiaries.

Stacey brings more than two decades of senior leadership experience in regulatory affairs, compliance, and government programs across payer organizations. She previously served as Chief Compliance Officer of Geisinger Health Plan and Executive Director of Regulatory Affairs at CVS Health where she directed federal and state regulatory strategies while navigating the ever-evolving Medicare and Medicaid policy landscapes.  Her experience also includes product and government market leadership roles at Independence Blue Cross, where she helped align regulatory requirements with innovative benefit design and operational strategy.

A respected voice in health policy and advocacy, Stacey combines legal expertise with practical market insight to bridge policy development and real-world implementation. She holds a Juris Doctorate from Widener University School of Law, a Master of Science in Healthcare Leadership from Brown University and has completed postgraduate studies at the University of Oxford’s Saïd Business School.

Stacey is recognized for her strategic leadership in regulatory policy, her ability to translate complex federal frameworks into meaningful reform, and her commitment to advancing policies that improve access, value, and outcomes for Medicare beneficiaries.
