Rose Mollitor is a Managing Director with ATI Advisory. With over 15 years of experience delivering strategic, operational, and policy solutions to health plans, providers, and the federal government, she leverages her experience in both the public and private sectors to advise on critical and timely issues affecting the Medicare Advantage environment.

Prior to joining ATI Advisory, Rose served as an Executive Director for Medicare Advantage (MA) at CVS Health. In this role, she translated regulatory and market dynamics into actionable product and benefit strategies for over 800 Aetna Medicare plans, delivering compliant and differentiated benefit designs to enhance growth and retention. She also led the team responsible for new Medicare benefit development and innovation, including Aetna’s initial response to the COVID-19 pandemic from a benefits and coverage perspective. Before moving into the Medicare business, Rose was Senior Director of Medicare Policy, where she shaped CVS’ federal Medicare Advantage advocacy on a range of topics, including value-based care, network requirements, hospice and telehealth coverage, and Part D redesign.

Rose’s career includes significant experience in the public sector. She served as Acting Counselor to the Secretary at the U.S. Department of Health and Human Services, advising on Medicare, Medicaid, and delivery system reform policies. As a Senior Medicare Program Examiner at the White House Office of Management and Budget, she was the lead analyst for key portfolios, including Medicare Advantage, Part D, health IT, value-based care, and dual-eligible coordination. She partnered with CMS and HHS officials to evaluate, develop, and launch key regulatory changes, budget proposals, and CMMI demonstrations, focusing on major reforms to Medicare Advantage, Part D, and the Medicare Shared Savings Program.

Rose holds a Master in Public Affairs from Princeton University and a Bachelor of Arts in Politics and Economics from Brandeis University.
