Carlos De Jesús is Chair of the Medicare Policy Committee of MMAPA and Senior Vice President of Product Development at MCS Healthcare Holdings, LLC. With more than 20 years of experience in the health insurance industry, including consulting for the Puerto Rico Correctional Health Program, he brings broad expertise to both policy and operational roles.

At MCS, he leads strategy for Medicare Advantage and Commercial lines of business, aligning policy and product design with the company’s vision and mission. A passionate advocate for healthcare, Carlos works to expand coverage, drive sustainable growth, and partner with local stakeholders to strengthen Puerto Rico’s health system and improve outcomes for patients and communities.

He holds a Bachelor of Science in Computer Engineering from Rensselaer Polytechnic Institute (RPI) and an MBA from the University of Miami. He is also an Executive Leadership Program fellow with America’s Health Insurance Plans (AHIP), where he earned the Certified Healthcare Insurance Executive (CHIE) designation.
